For the promotion of science activities at large scale, the General Council of the Kashmir Academy of Sciences had a meeting on 29th October, 1987 at Muzaffarabad and passed the following resolutions:-
An
original and fundamental published research work of revolutionary nature, when
applied (at any time) for the permanent senior membership or member
extra-ordinary, shall be presented on Internet as a challenge to the
world of science in that field / topic in the name of International Science
Contest. Also
resolved to prepare Rules and Regulations for such a unique contest, ever
existed in the scientific world, which may make the program feasible and
successful.
An original and fundamental published research work of revolutionary nature, when applied for senior membership or member extra-ordinary, shall be presented on INTERNET as a Global Level challenge to the world of science in that field / topic in the name of International Science Contest having the following rules, regulations, fee structure and proposals etc..
(1) COORDINATION
The following posts shall form the team of coordinators.
(i) COORDINATOR
(ii) ASSISTANT COORDINATORS
For press, publication and other arrangements
For global links on Internet.
For general / miscellaneous arrangements.
(2) PROPOSED INSTITUTIONS FOR COOPERATION and PANEL OF REFEREES
The proposed Institutions, whichever agrees to cooperate and provide scientific review reports are, such as:
All the esteemed Science Institutions, Cooperating Agencies, Honorable Scientists and Persons shall be honored and credited according to their help in being referee or providing remarkable support and cooperation for the completion of such contests.
(3) PARTICIPATION FEES
To make the program feasible and interesting, the following fee set up has been decided.
(i) Packet Price: Price of Packet containing detailed information shall be US$:100/-
(ii) Registration Fee: US$:100/- is necessary for each participant in addition to price of packet.
(iii) For the Applicant: Security Fee of the applicant when applied for:
(a) National Member = US$:100/-.
(b) Foreign Member or Fellow = US$:200/-
(c) Member Extra-Ordinary or Academician or Scientist of the World = US$:400/-
(4) CATEGORIES OF CONTEST PARTICIPANTS
Following shall be the categories of contesting persons.
(i) Formal Challengers (Opponents) (ii) Informal Challengers (Opponents)
(iii) Formal Supporters (Defenders) (iv) Informal Supporters (Defenders)
(v) Formal Review Reporters
In each category, according to their contribution, some distinction holders shall be awarded benefits of membership / associate ship, certificates of honor and appreciation letters accordingly as decided by the Academy under the consideration of the panel of referees. For this purpose, each participant shall send copy of his Bio-data / C.V.
(i) Formal Challengers (Opponents): Highly qualified persons who shall write completely against the Applicant in a formal way in the form of scientific review reports which reveal that the opponents have completely understood the basic contribution claimed and they are totally against the claim of the Applicant. They must present complete rigorous scientific proofs of the rejection of each and every individual basic point (which they think is wrong) in the claim of the Applicant, otherwise the provision of mere statements written against the applicant's work shall be counted against the Formal Challenger.
Security Fee of Formal Challenger: To make the program serious and interesting, the following corresponding security fee shall be deposited by each Formal Challenger.
(a) National Member = US$:100/-
(b) Foreign Member or Fellow = US$:200/-
(c) Member Extra-Ordinary or Academician or Scientist of the World = US$:400/-
If the above mentioned Security fee is not deposited by a Formal Challenger within the prescribed date, this Challenger shall be treated as an Informal Challenger as described below.
(ii) Informal Challengers (Opponents): Those who have not paid the corresponding Security fee but have paid the necessary Registration fee in due time, shall be eligible for the informal contest. This category includes all those persons who do not claim to have understood the main part of the work applied for membership and cannot review as a whole but give their comments partially against the Applicant in an informal way. Such persons can point out the basic or elementary mistakes, drawbacks or shortcomings of the Applicant's work but all with rigorous proofs. Comments of an Informal Challenger shall not be counted as a Formal Challenger but some benefits he may get according to his contribution.
Moreover, if a scholar contradicts any one of the basic points of a theory and refines which gives a complete generalized formulation of a new theory, he shall be highly honored up to senior permanent membership of the Academy according to the standard of his work and understanding as decided by the Academy after the remarks of the Panel of referees.
(iii) Formal Supporters (Defenders) Highly qualified persons who shall write totally in favor of the Applicant in a formal way as scientific review reports which reveal that the supporters have completely or sufficiently understood the basic idea of the research work claimed and they believe in the claim of the Applicant as a whole. The comments of such persons shall be of great value for the Applicant and the supporters shall be honored accordingly. There is no Security Fee condition for the Formal Supporters.
(iv) Informal Supporters (Defenders): There can be Scientists / Scholars who shall write in favor of any one or more basic points of the Applicant in the form of scientific review reports which reveal that the supporters have understood the basic idea of the research work claimed and they believe in the claim of the Applicant as a whole. The comments of such persons shall be of great value for the Applicant and the Informal Supporters shall be honored accordingly. There is no Security Fee condition for the Informal Supporters.
(v) Formal Review Reporters: Any highly qualified person who shall write against and in favor of the individual points of the Applicant in a formal way in the form of scientific review report which reveal that the Formal Review Reporter has completely understood the basic ideas claimed and he is partially against and partially in favor of the claim of the Applicant with rigorous scientific proofs of the rejection / acceptance of each and every individual basic point which he thinks is wrong / correct in the claim of the Applicant. The comments of such persons shall be of great value in decision making and shall be honored accordingly. There is no Security Fee condition for the Formal Review Reporters.
(5) DECISION RULES
(i) If there is not a single basic point of the Applicant Challenged by Formal / Informal / Challenges/ or Formal Review Reporters within the prescribed date, the Applicant shall get his security fee back with the honor of being a Member of the Academy in the category applied for.
(ii) If there is a Formal Challenger who has rejected all the basic points as claimed by the Applicant with complete rigorous scientific proofs, the security fee of the Applicant shall be forfeited and the Formal Challenger shall be given some benefits of membership / associate ship, certificate of distinction, honor and appreciation as decided by the Academy.
(iii) If all the Formal Challengers fail to disprove any one of the basic points of the Applicant as claimed by the Formal Challengers, the Applicant shall be honored accordingly with refund of his security fee.
(iv) In case of partial situation when a research work contains more than one basic point as claimed and outlined by the Applicant, the partial decisions shall be taken according to the above mentioned three basic rules in Art.5 (i ii, iii). These three rules shall be applied first on each individual basic point under discussion and hence to calculate marks or credit and the return of security fees to the winners in percentage. However, to qualify the honor of being a member, minimum 80% marks must be secured by the Applicant and in other case lower honors can be conferred on the Applicant.
(v) In case of complex situation, the process shall be made more explicit and intelligible with the help of the Applicant and the Challenger(s) such that any decision is possible by the Academy.
NOTE: - Since this contest is first time in the history of science and of the internet, therefore many problems may arise and so the valuable suggestions shall be highly appreciated.
